The county at a glance

Ocean County stretches roughly from the Manasquan River south to Little Egg Harbor, bounded by the Atlantic on the east and the Pinelands on the west. It contains 33 municipalities. Toms River is the county seat. Geographically it is one of New Jersey's largest counties, and its markets are genuinely distinct from one another.

How the county breaks down

  • The barrier island — Point Pleasant Beach, Bay Head, Mantoloking, Lavallette, Seaside Heights, Seaside Park, Long Beach Island's municipalities and the Toms River and Brick oceanfront sections. Oceanfront and bayfront, strongly seasonal, flood zone and elevation are central to every transaction.
  • The bay communities — Brick, Toms River, Bayville in Berkeley, Forked River in Lacey, Waretown in Ocean Township, Barnegat and Little Egg Harbor. Lagoon housing, boat access, bulkheads and a year-round population.
  • The western townships — Jackson, Manchester, Plumsted, Lakehurst and parts of Berkeley. Wooded lots, newer construction, Pinelands regulation and well and septic service.
  • The age-restricted market — Ocean County has one of the largest concentrations of age-restricted housing in the country, particularly in Manchester, Whiting, Toms River, Berkeley, Brick and Lakewood. Each community is its own association with its own rules and costs.
  • Lakewood — the county's most populous municipality, with its own distinct housing market and rapid growth.

Water, flood and post-Sandy rebuilding

Superstorm Sandy caused extensive damage across Ocean County's coastal communities in 2012, and a large share of the housing stock along the bay and barrier island has since been elevated or rebuilt to current standards. For any property near water here, the practical questions are: current flood zone, elevation certificate, whether the home was elevated or rebuilt and under what permits, and what the insurance actually costs today.

Transportation

The Garden State Parkway is the spine of the county, with Route 9 running parallel inland and Routes 70, 37, 72 and 88 crossing east–west. Interstate 195 serves the northwestern corner. There is no passenger rail south of Bay Head; the North Jersey Coast Line terminates there. Ocean Ride provides county bus service.

  • Flood zone, elevation and insurance cost before anything else on coastal property
  • Bulkhead, dock and lift condition on lagoon homes
  • Association documents, fees, reserves and eligibility in age-restricted communities
  • Pinelands Area status and well/septic service in the western townships
  • Seasonal traffic patterns, particularly on the barrier island bridges

What to know as a seller

  • Document elevation, rebuild permits and flood mitigation — buyers price uncertainty into offers
  • Comparables come from your specific community and property type
  • Coastal buyer activity is seasonal; go-live timing affects your first three weeks of attention

Ocean County government, county clerk (deeds and records), Board of Taxation, and the Ocean County Parks and Recreation department. Individual municipalities handle assessment, construction, zoning and CO inspections.
